The stable development of national basic industry depends on risk assessment and emergency prevention. Taking the impacts of typical storm surge on fishery as the research object and integrating the information of storm surge in the worst-hit Southeast coastal provinces and cities, this study built the storm surge vulnerability index (SSVI) that measured the vulnerability of regions hit by storm surge. It applied the modified order relation weighting model and the cross-sectional regression model to optimizing the weight assignment of disaster-inducing factors of storm surge as well as assessing fishery loss resulted from storm surge. The empirical results showed that the built index model could satisfy the demand for the assessment of fishery loss caused by storm surge. On average, the impacts of storm surge in Guangdong, Zhejiang and Fujian were in descending order, but in some cases, storm surge did extreme damage to fishery. Therefore, it is important to integrate multiple disaster-inducing factors of storm surge and explore a precise mechanism of loss assessment for the sake of the sustainable development of marine fishery.
