Innovation-oriented enterprises should take the responsibility of guiding the development of the industry and walk at the forefront of the times. The cultivation of innovation-oriented enterprises is an important way for us to speed up the modernization of enterprises. This paper analyzes the concept and connotation of innovation-oriented enterprises and the difficulties they are facing in their development, and tries to put forward some suggestions on cultivating innovation-oriented institutional innovation.
