International trade policy with administrative orders, laws, and regulations as the core is forming the backbone of domestic and foreign trade regulation system. In the external economic regulation system, based on Bandung spirit, public products have become the core link of the current tariff policy, such as the “one belt and one road” initiative, free trade zone, and AIIB.
