With the implementation of a national marine strategy, marine industry has become a new economic growth point. The strategic adjustment and optimization of marine industry under complex marine conditions require the rational and dynamic scheduling of human resources, capital, and other resources. Based on this, this paper introduces an improved ant colony algorithm to process resources as heuristic information in the algorithm, so as to achieve scientific strategic adjustment and optimization of marine industry. This paper first introduces the theoretical basis of strategic adjustment of marine industry, then analyzes the qualitative selection model for strategic adjustment optimization of marine industry, and finally presents the application of the ant colony algorithm in the optimization model for strategic adjustment of marine industry.
