Outdoor sports tourism resources in coastal regions are the foundation to develop industries related to sports and tourism in coastal regions. This study aimed to build a perfect outdoor sports tourism resource evaluation system for coastal regions. A resource investigation and an environmental survey were combined for the coastal regions, and optimal settings of various index factors were realized through the two target layers including internal cause of resources and external cause of environment via an analytic hierarchy process. An evaluation index framework covering four layers and 33 index factors was constructed, and the outdoor sports tourism resource evaluation system for coastal regions was established through weight assignment and check analysis. Hence, the normativity, universality, and practicability of outdoor sports tourism resource evaluation in coastal regions were enhanced, and development suggestions for outdoor sports tourism in coastal regions were proposed according to the weights of index factors.
