The pursuit of higher efficiency of resource use is one of the goals of marine economic development. Marine economic efficiency evaluation is an important basis for urban planning marine resources investment and development of the marine economy. In this article, the data envelopment analysis (DEA) and Malmquist productivity index are used to analyse the marine economic efficiency of six coastal cities in the Liaoning coastal economic belt from the dynamic and static perspectives. In the dynamic analysis, this article uses the Malmquist productivity index to evaluate the change of marine economic efficiency of coastal cities in the Liaoning coastal economic belt and decomposes the total factor productivity. In the static measurement, the DEA method is applied to the six coastal cities in the Liaoning Coastal Economic Zone in 2018. The development level of the ocean economy is evaluated, and the mechanism reasons of the ineffectiveness of sea economy development of coastal cities, which lead to the ineffectiveness of DEA (comprehensive efficiency), are analysed, and a scientific basis for the effective development of ocean economy in the future is also provided.
