With the rapid development of marine industry, marine economy has become one of the main economic pillars of our country, which requires us to continuously develop and utilize marine resources. Through the marine economy, we can enhance the comprehensive competitiveness of the country, which will highlight the basic role of the marine management system in the sustainable development of the ocean. However, with the over exploitation of human beings, there are many problems in the marine economic system, such as unclear system, overlapping functions, inconsistent law enforcement, etc., which need our government to innovate the management system. Through the establishment of a systematic marine management mechanism, we will implement the unified marine comprehensive law enforcement achievements, which will comprehensively establish a marine comprehensive management system suitable for China's national conditions. First of all, this paper analyzes the necessity of innovation of marine economic management system. Then, this paper puts forward the management system gap between China and the maritime power. Finally, some suggestions are put forward.
