The main reasons for China's current problems in the management of the marine ecological environment in offshore waters are a single body and means of governance, unclear responsibilities for sea-related management, insufficient awareness of ecological and environmental protection, a weak sense of synergy and inadequate coordination mechanisms. This paper examines inter-governmental collaborative governance to enhance the awareness of collaborative governance among multiple subjects and strengthen the participation of the public, enterprises, NGOs and media in marine ecological environmental protection, in order to promote collaborative governance among multiple subjects and achieve inter-administrative marine development and protection.
