The impacts of legal regulations on China's marine economic activities are discussed in this paper, and analyzed the external variables related to the development of marine industries in 25 provinces and regions through the China Marine Statistics Yearbook from 2010 to 2017. The empirical results show that population size and per capita output value have a significant positive impact on the gross tonnage of ships and the number of berths at ports. Legal regulations have negative impacts on the cost of production activities, and then affect the scale of port sea transport and freight.
