The capacity and efficiency of marine environment emergency management are of great practical significance for the development and utilization of marine resources. This paper mainly studies the improvement plan of the marine environment emergency management system, it briefly expounds the related theories and divides the marine environment emergencies into six types; then, by summarizing related works of marine environment emergency management in recent years, it's found that there're many problems with the current marine environment emergency management system in China, such as improper management mode, and low-level public participation, etc.; targeting at these problems and according to the periodicity of common emergencies and marine environment management emergencies, the management of marine environment emergencies are divided into four phases: risk management, early warning, emergency response and subsequent treatment; and the main work contents of each stage are elaborated in the paper. This study enriches and improves the related theories of marine environment emergency management in China, and has certain guiding significance for relevant practical works in China.
