China is at a critical stage of economic restructuring and upgrading. Economic growth has entered a period of simultaneous improvement in scale and quality, and multi-point and multi-polar development has jumped overall. The modern marine industrial system is the result of the gradual evolution of the marine industrial structure and is the concrete manifestation of the modernization and upgrading of the marine industrial system. With the development of the times, in order to ease the contradiction between the supply and demand of resources, countries have focused on the ocean. Marine economy is playing an increasingly prominent role in the global economic development. The marine industry is the foundation of the development of the marine economy and an important part of the coastal regional economy. China's current marine industry system is facing problems such as insufficient development of emerging marine industry, coexistence of homogeneous and low-level regional marine industry, which restricts the evolution to modern marine industry system. The structure of ocean foreign trade has been continuously optimized. Under the background of a strong trading nation, ocean foreign trade should be changed to the direction of promoting trade through science and technology and strengthening trade through innovation, so as to inject new vitality into improving people's livelihood and boosting domestic demand.
