In this paper, firstly, the relationship among basic research, application research, exploitation research and industrialization in marine technological innovation and the mechanism of driving the high-quality marine economic development are analyzed, and empirical tests are carried out. The results show that there are long-term and short-term differences in the impact of marine technological innovation on the high-quality marine economic development. In the long run, marine application research has greater elasticity, while marine exploitation research has less elasticity to promote the high-quality marine economic development. In the short term, the impact of marine exploitation research on the high-quality marine economic development has changed, which also reflects the close proximity of marine exploitation experiments to actual conditions and the short-term and fast-acting input cycles; the short-term effect of marine application research is lower than that of exploitation research; and neither short-term nor long-term models of marine basic research have passed the significance test, which does not mean that basic marine research is not important to the high-quality marine economic development, but that too little investment is made in current marine technological innovation in this regard.
