It is an important way for china to carry out sustainable development construction at present to comprehensively promote industrial transformation and provide new impetus for building a harmonious development of economy and environment through the optimization and upgrading of industrial structure. In this paper, a static panel threshold model is constructed to study the nonlinear relationship between the upgrading of industrial structure and water pollution. The results show that: (1) there is a triple threshold effect between industrial structure and water pollution, (2) with the improvement of industrial structure, the inhibition effect of industrial structure optimization on water pollution environment shows a law of first increasing and then decreasing.
