With the overexploitation of terrestrial resources, the natural resources on land are facing depletion. However, the ocean as a huge treasure trove of resources, which may also provide one of the main ways to obtain natural resources in the future by exploiting it, has not been exploited by people. The emergence of interdisciplinary fields now brings new opportunities for the development of marine resources. The EPC general contracting model, which is a relatively advanced form of contracting for both engineering and marine development, is also currently mentioned and utilized in the development of marine resources. The aim of this research is to evaluate the performance of various projects in the EPC general contracting mode in marine resource development by establishing a project performance impact degree evaluation model.
